First, the county rule that filters everything
Maricopa County's well-known Home in Five Advantage program, with assistance up to 6.5 percent, is restricted to Maricopa County addresses. A home in the City of Maricopa is a Pinal County address, so Home in Five cannot be used here. The good news: the statewide and Pinal-eligible programs below can, and one of them currently excludes Phoenix-area buyers entirely, which means less competition for its funds.
Home Plus: the statewide workhorse
Home Plus, run by the Arizona Industrial Development Authority, is available in every Arizona county, city, and ZIP code, including all of Maricopa in 85138 and 85139. It pairs a 30-year fixed-rate mortgage with down payment and closing cost assistance of up to 4 percent of the loan amount, and active duty service members and veterans can qualify for an additional 1 percent. The assistance is structured as a second lien forgiven over time if you stay in the home as your primary residence. As of April 2026, the income limit is $155,386, with lower caps applying to certain loan pairings, and there is no first-time-buyer requirement, so repeat buyers qualify too. A homebuyer education course is required before closing, and the program is self-funded, so it does not run out of money mid-year the way grant pools can. You access it through a participating lender, not by applying directly.
Arizona Is Home: Pinal qualifies, and the rules just changed
Arizona Is Home, a collaboration between the Arizona Department of Housing and the Arizona IDA, offers a below-market 30-year fixed rate plus 4 percent assistance, and it is available in every Arizona county except Maricopa and Pima. That exclusion is your advantage: a City of Maricopa purchase qualifies while the entire Phoenix metro does not. Requirements: first-time buyer (meaning no home owned in the last three years), credit score of 620 or higher, household income at or below 100 percent of area median income, and homebuyer education. One important update effective July 1, 2026: the assistance is now structured as non-forgivable, with the full balance due when you sell or refinance. That changes the math versus Home Plus for anyone planning a shorter hold, which is exactly the kind of trade-off to walk through with your lender and agent before choosing.
USDA loans: zero down, but check the map first
USDA Rural Development loans allow qualified buyers to purchase with zero down. In Maricopa, eligibility is narrower than most articles suggest: only a small portion of the Maricopa area on the 85139 side is currently USDA-eligible, and eligibility is determined address by address on the official USDA map, not by city or ZIP code. If a USDA-eligible home is your goal, tell us up front, and we will target the eligible area specifically rather than letting you fall for a home the program cannot finance. USDA also carries household income limits and primary-residence requirements.
VA loans: zero down for those who served

WISH grant: up to four-to-one matching for first-time buyers
